Ondokuz Mayıs Üniversitesi Uzaktan Eğitim Merkezi bünyesinde, engelli bireylerin üniversite yaşamına eşit ve sürdürülebilir biçimde katılımını desteklemeye yönelik erişilebilirlik odaklı çalışmalar gerçekleştirildi. Bu kapsamda, Engelli Bireyler Erişilebilirlik Komisyonu çalışmaları doğrultusunda bina içi erişilebilirlik ölçümleri yapıldı ve bina içi yapay zekâ destekli yönlendirme ile erişim senaryolarına ilişkin metinler hazırlandı.

Yürütülen çalışmalar çerçevesinde, Engelli Bireyler Erişilebilirlik Komisyonu koordinasyonunda, UZEM İçerik Geliştirme personelleri Can Murat Demir ve İlker Müftüoğlu tarafından saha ölçümleri tamamlandı, elde edilen veriler doğrultusunda engelli bireylerin mekânsal yönelimlerini kolaylaştırmayı amaçlayan yapay zekâ senaryolarına yönelik içerikler oluşturuldu. Uzaktan Eğitim Merkezi koordinasyonunda gerçekleştirilen bu çalışmalarla, üniversitenin dijitalleşme sürecine erişilebilirlik temelli bir katkı sunuldu.

Ondokuz Mayıs Üniversitesi Uzaktan Eğitim Merkezi (UZEM) tarafından düzenlenen “Yapay Zekâ Okuryazarlığı” başlıklı kurum içi seminer, akademik ve idari personelin katılımıyla gerçekleştirildi. Seminerde, yapay zekânın temel kavramsal çerçevesinden tarihsel gelişimine, güncel kullanım alanlarından etik ve toplumsal sorumluluk boyutlarına kadar geniş bir perspektif sunuldu.

Öğr. Gör. İrfan Subaş tarafından gerçekleştirilen sunumda, yapay zekânın insan benzeri düşünme, karar verme ve muhakeme süreçlerini nasıl taklit ettiği ele alındı; Alan Turing’in “Makineler düşünebilir mi?” sorusu ve Turing Testi üzerinden yapay zekâ araştırmalarının felsefi ve bilimsel temelleri tartışıldı. Ayrıca yapay zekânın tarihsel gelişimi, üretken yapay zekâ uygulamaları ve günümüzde eğitim, sağlık, ulaşım ve günlük yaşamda üstlendiği roller örneklerle aktarıldı.

Seminer kapsamında, özellikle üretken yapay zekâ araçlarının sunduğu imkânlar ile bu araçların bilinçsiz kullanımında ortaya çıkabilecek riskler üzerinde duruldu. Önyargı, gizlilik, güvenlik ve etik sorumluluk gibi başlıklar çerçevesinde yapay zekâya eleştirel yaklaşımın önemi vurgulandı; medya okuryazarlığı ve doğrulama pratiklerinin dijital çağda taşıdığı kritik role dikkat çekildi.

Sunumun önemli bölümlerinden birini oluşturan “prompt mühendisliği” başlığında, yapay zekâdan etkili ve nitelikli çıktılar elde edebilmenin yöntemleri açıklandı; iyi ve kötü örnekler üzerinden istem tasarlamanın bir beceri alanı olduğu ortaya konuldu. Bu bağlamda yapay zekânın, insanın yerini alan bir araç değil, öğrenme ve iş süreçlerini destekleyen bir asistan olarak konumlandırılması gerektiği ifade edildi.

Ondokuz Mayıs Üniversitesi (OMÜ) Ali Fuad Başgil Hukuk Fakültesi ile Strateji ve Politika Araştırmaları Topluluğu iş birliğinde, önceki dönem Kamu Başdenetçisi ve Trabzon eski Milletvekili Şeref Malkoç’un konuşmacı olarak katıldığı “Türkiye Yüzyılında Anayasa Tartışmaları” başlıklı program gerçekleştirildi.

Uzaktan Eğitim Merkezi (UZEM) Konferans Salonu’nda düzenlenen etkinlik, UZEM’in sağladığı teknolojik altyapı ve mekânsal imkânlar sayesinde akademik ve kurumsal bir ortamda yürütüldü. Programda anayasanın demokratik sistem, temel hak ve özgürlükler ile hukuk devleti ilkesi açısından taşıdığı önem ele alındı.

Etkinlikte konuşan Şeref Malkoç, anayasa yapım süreçlerinin toplumsal uzlaşı temelinde yürütülmesi gerektiğini vurguladı ve Türkiye’nin yeni ve sivil bir anayasaya ihtiyaç duyduğunu ifade etti. Küresel ve bölgesel gelişmelerin hızlandığı bir dönemde güçlü, bağımsız ve çağın gerekleriyle uyumlu bir hukuk düzeninin kalıcı huzur ve istikrar açısından belirleyici olduğunu belirtti.

Program, OMÜ Strateji ve Politika Araştırmaları Topluluğu tarafından düzenlenen ve üç gün süren “Hukuk Akademisi” etkinlikleri kapsamında gerçekleştirildi. Akademi çerçevesinde anayasa yargısı, bireysel başvuru mekanizması ve ceza yargılamasında savcılık kurumunun yeri farklı oturumlarda ele alındı.

Öğrenciler ve akademik camia tarafından ilgiyle takip edilen program, soru-cevap bölümünün ardından sona erdi.

The Ondokuz Mayıs University Pharmacy and Health Academy Society, in collaboration with the Ondokuz Mayıs University Distance Education Center (UZEM), organized a conference titled “Is Healthy Living Possible?” The event took place at the OMU Conference Hall with high attendance.

Prof. Dr. Fatih Gültekin, member of the Turkish Academy of Sciences and Rector of Lokman Hekim University, participated in the conference as a speaker. Gültekin gave a comprehensive presentation on the scientific foundations of healthy living, individual awareness, lifestyle changes, and strategies related to public health.

Participants had the opportunity to gain up-to-date and scientific information about healthy living. The event, which was followed with interest by students and academics, was well-received for its contribution to increasing health literacy.

The third event in the webinar series titled “Current Topics in Special Education” organized by the Ondokuz Mayıs University Developmental Education Application and Research Center (OGEM) and held online with the support of the Ondokuz Mayıs University Distance Education Center (UZEM) infrastructure featured Prof. Dr. Sezgin Vuran, one of the leading names in the field of special education.

Based on his academic and professional experience, Prof. Dr. Vuran gave a presentation in which he provided comprehensive assessments of special education policies, applied approaches, and current obstacles to inclusive education. The event also included concrete recommendations for the field and scientifically based solutions. Participants had the opportunity to gain multifaceted knowledge on developing inclusivity in special education.

The webinar series conducted by OGEM continued to support the production of current, high-quality, and interdisciplinary knowledge in the field of special education. The third event also attracted significant interest from academic circles and practitioners.

These training sessions, designed for academic and administrative staff working in different departments of the university, aim to increase risk awareness and institutionalize a culture of safe working practices. The training content covers topics such as basic occupational safety rules, emergency management, ergonomics, fire safety, use of personal protective equipment, and prevention of occupational diseases.

The training, offered in synchronous and asynchronous formats, is conducted through various digital learning materials, educational videos, and online assessment activities. To facilitate access for participants and allow them to proceed at their own pace, the training is available through UZEM’s digital course tracking platform (portal.uzem.omu.edu.tr).

To date, a total of 11,047 participants have been reached within the scope of the OSH training program. The participant groups are distributed as follows:

SUVAM (Health Application and Research Center): 2798 participants
Personnel “OSH”: 5191 participants
Student “OSH”: 3058 participants

Ondokuz Mayıs University Developmental Education Application and Research Center (OGEM) held a meaningful event to empower children with Down syndrome and their families. Organized online with the support and cooperation of Ondokuz Mayıs University Distance Education Center (UZEM) infrastructure, the event addressed professional development standards related to early intervention practices.

The event emphasized the importance of early intervention processes and discussed professional approaches and practices that are effective in the development of individuals with Down syndrome. In addition, steps to be taken to determine standards for the education of professionals working in this field and to ensure the effective participation of families in this process were evaluated.

Through this event, OGEM promoted professional development aimed at providing comprehensive support to children with Down syndrome by offering ethical, scientific, and practical information on the early intervention process to both the academic community and practitioners working in the field.

The first event of the webinar series titled “Discussing Current Issues in Special Education,” organized by the Ondokuz Mayıs University Developmental Education Application and Research Center (OGEM), was held online on January 21, 2025.

The guest speaker at the seminar was Prof. Dr. Bülbin Sucuoğlu, retired faculty member of the Department of Early Childhood Education, Faculty of Basic Education, Hacettepe University. Prof. Dr. Sucuoğlu gave a presentation titled “Applied Behavior Analysis (ABA) in Early Childhood Education” to the participants, providing comprehensive information on the basic principles of applied behavior analysis, its role in early intervention processes, and its effects on the education of children with special needs.

The seminar, which was met with great interest from the participants, emphasized the importance of science-based approaches in supporting the development of preschool children and evaluated examples of ABA in field applications.

In the first session of the event, Prof. Dr. Bülbin Sucuoğlu, retired faculty member of the Department of Early Childhood Education at Hacettepe University’s Department of Basic Education, met with participants with her presentation titled “Applied Behavior Analysis (ABA) in Early Childhood Education.” The presentation comprehensively addressed the basic principles of applied behavior analysis, early intervention approaches, and their impact on the educational processes of individuals with special needs.

In the second presentation held as part of the same event, Dr. Mustafa Doğuş, faculty member of the Department of Special Education at Ondokuz Mayıs University, gave a talk titled “The Role of Technology in Education for Individuals with Visual Impairments.” The presentation covered in detail the assistive technologies used in the education of individuals with visual impairments, accessibility applications, and the contributions of digital tools to the learning process.

Prof. Dr. Hakan Hakeri, Founding President of the Medical Law Association, who participated in the panel from the USA, contributed with his presentation titled “Health Tourism Law.” Dr. Ezgi Canpolat, on behalf of Behlül Ünver, General Manager of International Health Services Inc. (USHAŞ), presented “USHAŞ’s National and International Health Projects.” Prof. Dr. Hayati Akbaş, in his presentation titled “Medical Tourism,” assessed the current state of health tourism activities in Samsun.

Prof. Dr. Çetin Kurnaz, Vice Rector of OMÜ, stated in his speech titled “OMÜ’s Vision and Mission in Health Tourism” that 1.5 million health tourists came to Turkey in 2023 and 2 million in 2024. Kurnaz said that Samsun hosted 30,000 health tourists during the same period, and that approximately 5,000 of them chose OMÜ. Pointing out that Turkey holds 3% of the global health tourism market, Kurnaz noted that the per capita expenditure of health tourists ranges from $1,500 to $10,000.

Kurnaz emphasized that quality is fundamental to competition in the healthcare sector, stating that updating technological infrastructure and training qualified human resources are essential for providing quality services. He said that internationalization and increasing research capacity would strengthen universities’ position in this field.

Prof. Dr. Yetkin Bulut, Dean of the OMÜ Faculty of Tourism, who moderated the panel, stated that Turkey has reached world standards in the healthcare sector. Bulut said that social media and patient reviews have become effective promotional tools in health tourism, and that it is of great importance for every link in the chain—transportation, accommodation, healthcare services—to work in an integrated structure.

Prof. Dr. Fatih Özkan, President of the Samsun Health Tourism Association (SASTUD), also emphasized in his presentation titled “Civil Society Organizations in Health Tourism” that the focus should be on cooperation rather than competition between institutions. Özkan stated that significant developments have taken place in the areas of promotion and patient transfer, and that the active role of civil society organizations in these processes has made a major contribution.

The panel was attended by Provincial Director of Culture and Tourism Süleyman Demirtaş, along with numerous academics and students.

The Samsun Faculty of Medicine, established in 1973 as part of Hacettepe University, formed the foundation of OMÜ. The university was officially established by a law passed by the Grand National Assembly of Turkey on April 1, 1975. The Faculty of Science and Engineering was opened in the same year, and educational activities began. The Faculties of Agriculture, Education, and Theology also joined the university in subsequent years.

With regulations that came into effect in 1982, some higher education institutions affiliated with the Ministry of National Education were brought under the umbrella of OMÜ. Growing over the years, the university pioneered the establishment of new universities with the separation of the faculties in Amasya, Ordu, and Sinop. With the establishment of Samsun University in 2018, OMÜ became the center of higher education in the region.

Today, OMÜ continues its education, research, and community service activities with 20 faculties, 1 college, 14 vocational schools, 3 institutes, and 27 application and research centers. Hosting over 52,000 students, the university ranks among the top 5 universities in Turkey in terms of hosting foreign students, with approximately 5,000 international students.

OMÜ is taking significant steps towards its goal of becoming a research university. The university stands out with its city-based collaborative projects, its pioneering role in the field of health, and its joint efforts with industry. The Faculty of Medicine Hospital serves over 1 million patients annually, while the Faculty of Dentistry Hospital treats over 300,000 patients each year. Additionally, OMÜ houses the only center in the Black Sea Region capable of performing live-to-live organ transplants.

The university also plays an active role in technology and innovation, bringing industry and academia together through its Technology Transfer Office and supporting over 200 projects. To date, 350 projects have been completed at Samsun Technopark, with 150 projects still ongoing. OMÜ is also a pioneer in this field in Turkey with its Hemp Research Institute.

The anniversary celebrations continue with various events held throughout the year. On April 7, a wreath was laid at the OMÜ Atatürk Monument. On the same evening, the 50th Anniversary Reception was held at the OMTEL Hotel. The celebrations will continue with the Academy Awards Ceremony on April 24. Under the title “50 Events for the 50th Year,” many activities, ranging from academic panels to concerts, cultural events to spring festivals, bring together OMÜ members and the city.

Rector Prof. Dr. Fatma Aydın stated that the university continues its work with the goal of being a leading center in the fields of science, art, and technology. Emphasizing their goal of making progress in areas such as digital transformation, artificial intelligence, sustainability, defense industry, and space technologies, Aydın stated that universities not only produce knowledge but also have a responsibility to commercialize this knowledge.

Aydın stated that knowledge gains meaning when blended with ethics, virtue, and cooperation, emphasizing that OMÜ is not only a higher education institution but also an integral part of Samsun.
